Data access controls consultation phase 2 – new resources available

Consultation on changes to the NBN Gateway data access controls and download functionality – Phase 2

We consulted with data providers and users of the NBN Gateway in October and November last year about a proposed new system of data access controls for the NBN Gateway.  In late December we published the results of this consultation exercise together with the proposed next steps and time frame.

The report shows that most of the proposals were favourably received, but that certain elements caused concern and therefore required modification.  The report highlighted the need for a second round of consultation, supported by screen shots and a functional prototype to illustrate how the proposed new system of access controls will actually work.

We have now released some flow charts with screen shots to illustrate the following processes (click to download PDFs):

• Applying for enhanced access

We will also develop an interactive prototype to be released in March, enabling users and data providers to try out a range of new functionality using a batch of test data.

This second round of consultation will run until April 2012 with a view to launching the first version of a new system of access controls at the end of June 2012.  Your views are essential to the process.  You can provide feedback via the NBN Forum or by e-mail to Dave Chambers or Paula Lightfoot.  

We particularly want to hear from you if you had objections to the following elements of the proposal during the first round of consultation:
1. All users will be able to download data at the access level set by the data provider (i.e. it will no longer be possible to set access to view only).
2. Introduction of a facility to download a whole dataset
3. Only two levels of access: public and full (AKA standard and enhanced).

As outlined in the consultation report, we have modified these elements of the proposal and provided further information about them.  We would like to know if these modifications and the further information and screenshots we have provided makes the overall proposal to streamline the system of data access controls more acceptable to you and to your data providers.

We would also like to hear your ideas and suggestions for improvements and workable solutions.
